Revitalization and promotion of cultural patrimony of minorities from Oltenia in the context of cultural diversity
The project targets the documentation of cultural history of ethnic minorities in South-West region of Oltenia, from a multidisciplinary view (religion, social and cultural anthropology, ethnology, sociology, onomatology- toponymy-anthroponomy, cultural history, graphics etc). The project is necessary, because until the moment hasn’t achieved any multidisciplinary study on the targeted theme. There are analyses and disparate studies, about an ethnicity (for example, about Italian people) from pure historical, sociological and cultural view. In Oltenia, although the ethnic minorities contributed at regional cultural patrimony (architecture, music, crafts), the sample of this inheritance remains out of reach of some specialists, not being visible by general public.
The regions with grater ethnic diversity in Romania are: Transylvania, Banat, Bucovina and Dobrogea. In areas with lower ethnic diversity, as Oltenia and Moldavia, is found a narrower opening of general public to the ethnic pluralism, which motivates the approach of the current project.
In Oltenia we meet: larger national minorities (gypsy) and less numerous (Bulgarian, Greek, Hebrew, Italian, Czech, Armenian, Albanian, Serb people) who have specific cultural, linguistic and religious traditions. In 2011, according to the official statistics, In Dolj County recorded by ethnicity: 29839 gypsies, 192 Hungarian people, 134 Macedonians, 99 Serbs, 91 Greeks, 68 Italians, 65 Bulgarians, 60 Germans, 60 Hebrews, 46 Turkish, 17 Ukrainians, 11 Russian-Lippo, 16 Csango and few people (less than 10 people) of each of the following ethnicities: Polish, Croats, Tatars, Slovaks (according to the report of Central Committee for Population Census, published in 2012).
These ethnic minorities immigrated from different reasons, in patricular historical period of time. Over time formed some generations of ethnic minority. Arrived in a new space, the main way of living and adaptation was the upgrading the job who they practiced. So, gypsy dealt with metal working (silversmiths, tin workers, blacksmiths, farries), wood working, clay (brick makers). We meet musician gypsy (who influenced the region of musical patrimony), bear leaders or gypsies. In the same time the Italians were famous as stonemasons, bricklayers, Armenians known as being good merchants (Caffeine Addicts), the Hebrews were bankers or they had business with grocerries, pubs, The Albanians stood out being good pie men, the Bulgarians were greengrocers, the Serbs were merchants etc. In the last decades, is kept the active part, precisely the techniques of crafts. On the teritory of Oltenia has still kept samples of the craftsmanship of these professions: buildings made by Italian craftsmen in interwar period, the coffee shops owned by ethnical Armenians etc.
Through this project we propose ourselves to revitalize this cultural inheritage and to integrate it in a cultural circuit, accessible both specialists and the general public. The working tools and the project deliverables will take attractive and current shapes: we will achieve an interdisciplinary guide (with DVD) which shapes an identitary profile and to cover the cultural inheritage of the minorities, in the context of cultural diversity, will establish a Collection of minorities in Oltenia (hosted during of minimum 5 years by the applicant university), we will create bilingual data base of minorities (rural and urban) in Oltenia, which will cover a past-present radiography. Taking into account that we work frequently with young people, we will transpose the learned lessons in the metodology of the current project.
So, even if the working methods will be scientifc ones (search of archive-folk repertory; questionnaire; fieldwork; the analysis of historical documents), the results will be presented in an accessible and inclusive form. So, the collection will have an interactive, dynamic feature, the guide will have an attractive form from visual point of view, the DVD will contain professional fixtures, the data base will be easy to use by every person who desires to be informed in this domain, and the communication campaingn in the cultural domain and the ensurance means of visibility of the project will target inclusively the online media, unconventional media etc.
1) to increase the degree of knowledge over the cultural inheritage of ethnic minorities in Oltenia through analysis methods and scientific documentaries during 12 months (social and cultural anthropology, ethnology, sociology, onomatology- toponymy-anthroponomy, cultural history, religion, visual arts etc.);
This objective will bring benefits on three levels: a) for the communities of ethnic minorities themselves, which will preserve and protect in this way the immaterial cultural patrimony and mobile material; b) for specialists who will need credible data, certificated, in the domain, regarding the elaboration of some searches/studies; c) for the general public, because our results will be integrated in an open cultural circuit. The discoveries will be transposed in deliverables with attractive and current format.
2) to promote the cultural history of ethnic minorities in Oltenia among the wide audience, through a wide communication campaign which targets some tens of thousands of people.
After the actions which came of this objective, the population groups will gain a general vision over the role which had and still have the ethnic minorities over the social-cultural climate in Oltenia. The cental theme of the campaign will target the cultural diversity and the benefits of ethnic cohabitation in the spirit of a better-understanding. The channels and information means will be adapted to the specific of each target subgroup, with special attention given to the students, which will encourage them to become developers in this cultural circuit.
3) to strenghten the bilateral relationships (Romanian- Norwegian), at institutional level, focusing on good practices in culture;
The increasing of intercultural cooperation will have benefits both in a good implementation of the current project, and in the portfolio of cultural projects, which can be developed by the 3 partner entities, in the future.
The taget groups of the project are:
• Local community, th ethnic and cultural communities in Oltenia:
The minoritary communities are less and less numerous, in Romania remained less than 7000 Hebrews, 2.203 citizens declared themselves with Italian origins according to the last census to 3.288, of they declared in the previous census (source: Italian Association in Romania) etc. Therefore, the preservation and revitalization of the culture of minorities imposes as a necessity including for these communities, which desire to transmit their values further. We will work with about 300 representatives of gypsy, Hungarian, Serbian, Greek, Italian, Bulgarian, German, Hebrew, Turkish communities etc.
The regional Mass-media represents a pole of influence and the formation of public opinion and it must be considered as an actor in the education process of general public. The role of Mass-media will be to break some socio-cultural cliches about the minorities, through the initiation of a colaboration in the project, materialized in a series of articles, news, the journalits’ notes on their bloggs etc. Minimum 15 representatives and mass-media operators will participate at the opening/ending conference and at the workshops with audience.
• General public
The general public in Oltenia isn’t a constant customer of culture. The information campaign and communication in culture will have as a target the regional public, for the increasing of culture consumption and for the increasing of the visibility of the project events. The general public will benefit by concrete results: interdisciplinary guide for the minorities delivered in 3000 copies (2000 in Romanian), the long-term collection, 10 events an thw workshops with public.
1. Project management, L1-12
1.1 Internal Introduction, employing of the experts and establishing the working procedures L1-2.
1.2 Implementing management procedures (implicitly coordination, monitoring and evaluation of the project) L2-12.
The project management will be achieved during the implementation period, it will start with the organization of an internal impementation meeting- there will be revised the objectives, Grantt graphic, will be inventorized the responsibilities and the way of coordination between partners. The management team will establish working procedures (technic-financial reporting, archiving, internal communication and the circuit of documents, control tools, monitoring and internal evaluation); mix team (S, P1, P2) will meet periodically for the evaluation of working progress. To saving the resources, some meetings will be placed as online conferences. The implementing of procedures will assume: the coordination of the activites provided in the action plan, the coordination between partners and monitoring the impementation of associated results (including the aquisitions), plus the financial management. The Fairness of the financial implementing will be supervised by the financial Officer (deposit the requests for refunds, transfers between partners etc).
This activity doesn’t outsource, taking into account the specific competences of the management team in coordinating and evaluation. As a team will function a technic adviser with responsabilities regarding the achievement of reports, some possible notifications in financing contract, the achievement of the requests for refunds, the request of advance etc.

- 1 achieved final report, complet and total refund of costs made for the interest of the project;
- a SWOT analysis about the conclusions about the project performance;
- 1 sustainability plan mabe by the partners- including the identification the funding sources and concrete ways of continuation.

2. Public acquisitions (goods and services necessary for implementing the project), L-12

Being the contracting authority, the achievement of the procedures of public acquisition for subcontracting the services and goods will make with respect towards provisions of Government Emergency Ordinance 34/2006 with subsequent completions and changes.
This activity does not subcontract, because it will achieve through the internal service of the applicant’s public acquisitions.
Human resources assigned: a Procurement expert, financial Officer

- minimum 15 files of Procurement statement and procedures of public acqusitions implemented (according to law);

3. Information and the advertising of the project, L 1-12

There will be organized two press conferences to mark the beginning and the end of the project, with potential customers’ participation. The advertising and dissemination of the project results target the general public, from South-West, and Norwey too- contry of origin of the international partner; the application The achievement of The Advertising plan afferent to the project will ensure the information of the public about the obtained requests of refunds and The Financial Mechanism.
The implementing of the advertising plan suposes the installation of information panel, at the headquarter of The University of Craiova, where will be the main developing place of the project. The advertising materials (posters, foldings, bookmarks etc) will have the specific logo of SEE Grants, and the other requests will be provided in the Textbook of visual identity. The expert in communication will achieve photos during the project, of the events with public or work meeting and he will post them on the site to show the progress and transparency of the actions.

- an attractive web page, achieved in order to promote the project, the dissemination of information about the financial mechanism and impact results over the target groups;
- Minimum 4000 visits of bilingual web page, during the implementation;
- Minimum 40 participants/press conference organized by us;
- Over 2000 advertising materials and delivered to the general public, interested by the domain of the project;
-1 dissemination report of its resulta, shared electronically to 100 partners and relenat entities in culture.
Involvement: applicant and patners (the partners especially through the contribution at adaptation and promotion of the web page).
Specific deliverables: 1 bilingual web page, 300 posters A3, 1000 bookmarks, 500 custom pens, 200 presentation folders, 1 temporary panel+1 permanent mounted board after the end of the project, 1 roll up, 2 press conference with 40 participants.
Activities specific for cultural field:
4. The achievement of a research regarding the cultures of minorities in Oltenia, in order to the awareness of cultural diversity, L1-11
4.1 The setting of research methodology and planning of the tools for each section L1-2
4.2 The collection and processing of documentary and field data L2-10
4.3 The editing and publishing of the interdisciplinary study L10-11
This research will content more directions: sociological, antropological and economic research (the minorities’ migration, demographic evolution, the evolution of works- perpetuation vs. loss, standard of living of minorities, level of integration etc.), and the inventory in arts and immaterial patrimony (music, dance, traditions), research in religion (for instance, in case of Hebrew community- study of the image of this community among majority, which identifies sometimes, fallaciously, only as a religious community). The research will have a documentary part (researching of some archives, some biographical sources, sociological studies etc) and a dymanic part, field research. The field research will be achieved inside the minoritary ethnic communities in Craiova, Bechet, Calafat, Slatina, Filiași, Turnu Severin etc, made by the interdisciplinary team, after a careful analysis of fesability.

The documentation will be made by a team of experts with complementary studies and competences, namely: a coordinator with cultural studies (anthropologist and dean of a profile faculty), a sociologist with experience over 20 years, economics expert- management doctor, 2 experts in field researching (nameb by the applicant), two experts in domestic sources inventory (named by Romanian partner), 3 experts in interethic and religious studies (2 named by Norwegian partner, 2 named by the applicant).
- over 300 representatives of communities with minoritary ethnics involved throgh interviews, focus groups etc;
- an interdisciplinary study about culture of minorities in Oltenia, accompanied by mini DVD- made in terms of qualitative graphics and delivered for free in 3000 samples;
- past-present data base, with the presentation of minoritary communities in the region, available for the researchers and operators in culture field (the data base will have a documentary role, and an informational one, through offering the contact data of all associations which unite the members of ethnic communities/leaders of these living communities- after we obtain the publishing agreement of these data).

5. Exchange of experience and good practices between cultural partnership organizations, L1-12
This activity will be achieved both Romania and Norway. In Norway we will organize a work visit (second implementing quarter) in order to communicate good practices in the communication area between majority population and minoritary communities.
The project manager and the members of implementing team who will have direct duties in the achievement of documentary research will take part at this study visit, in order to discover some methods of valorization of traditiond and values of ethnic minorities. The goal of this activity is to overtake in a realistic way the integration of minorities in Norwegian culture, without neglecting the negative effects of assimilation (the loss of some specific habits, some traditions and beliefs). Also, the two Norwegian experts will involve actively in the organization of two workshops open for the public, in Craiova. Both of them will take part at these public debates, bringing to Romanian public written testimonials or interactive (translated) presentations about Norwegian experience regarding the integration of ethnic minorities: the promotion of specific values, valorization of some crafts or handicraft, the integration of gypsy population through access at education and social services, whitout round the obstables which appeared or the weaknesses of impelented national strategy. The study visit and both workshops (conducted in the second and third quarters) will take to a better knowldge and a wide agreement about the intertethnical experiences, but to the installation of a tolerance climate, mutual respect, for a fuitful cohabitation, with mutual exchanges and favourable influences.
- A study visit in Norway- asa premise for starting the interdisciplinary research about the culture of ethnic minorities in Oltenia, staring from the Norwegian partners experience;
- 2 workshops organized in Craiova with minimum 30 participants/sesion, in order to stimulate the intercultural dialogue;

6. The production of goods and services about the culture of minorities, including of gypsy minority in Oltenia, L1-12
6.1 The preparation of collection and cultural events L1-3
6.2 The proper development of the collection and events L4-12
This activity will materialize in the organization of a collection at local level regarding the culture of minorities. This collection will have a permanent development location, during the project, hosted by University of Craiova. The collection will content an exhibihition restored periodically and series of puntual events for the wide public, which likes culture. The events will consist of intercultural nights with dance, traditional songs and reading, seminars with debates about linguistical influence, traditional dress exhibition, handicraft exhibition, events which present the traditional gastronomy; workshops about handicrafts; an event on December, 18th, 2014 (The Day of National Minorities), with intense coverage etc. Each minority represented in Oltenia will have an equal space to stay, which can ehibit and can interact with the general public. The fixed side of the collection will contain an interactive part, materialized in screenings of dance, auditions of songs from the minority communities, terstimonials about habits and beliefs, interviews with the representatives of the communities and an inventory part- religious and art items and objects from the mobile cultural inventory from all the minority communities in Oltenia (manuscripts, letters, old photographs, coins, documentary testimonials regarding the history of minorities, understood in the wide sense of the term).
- Permanent collection organized and equipped in Craiova (including exhibits and specific equipment);
- Over 3000 visitors of the collection during the project;
- Minimum 8 events with audience organized during the collection;
Human resources assigned: 1 expert curator, with experience over 10 years in museum area, ethnography, organization of the exhibitions.
Resorces assigned: we estimate that a part of the resources necessary for the exhibition will be obtained through donations with artistic or documentary value, by the members of the communities. Some objects (religious items, traditional costumes, manuscripts, old letters, photographs, coins) will be purchased to gather the optimum necessary which attract a numerous and different public meaning concerns and interests.

7. Information and communication campaign in cultural area
7.1 The creation of the concept of communication campaign and setting the strategy L1 (messages, slogan, logo, communication channels)

The creation of the concept of campaign and logo, slogan, and copywrite elements and the graphic achievement of materials, the feedback collection and the other aspects will be subcontracted to a specialized firm in the communication area. But the distribution of the materials, the feedback collection and the other aspects which pertaining to execution of communication strategy are for the expert in communication, named by the applicant.
Taking into account that this campaign has as a target the young people, to achieve the campaign will be co-opted students, especially from profile colleges (letters, filology, philosophy etc) to achieve some creative events, with audience (street performance, focus group etc). These will work after the brief submitted by the specialized subcontractor to send a unitary and positive message to the general public.
- a coherent communication strategy and an attractive campaign brief;
- Exhibition in public space: a radio spot and a TV spot, with frequent distribution on local or regional media channels;
- Minimum 5 representatives of local and regional media institutions, interested in a partnership which targets the achievement of campaign objectives and which ensures the sustainability of the initiation;
- Over 50 volonteer students attracted in communication campaign in the intercultural area;
- Minimum 4 media appearences at radio and TV shows which encourage the cultural consumption, especially the young people.
